What is Partnering with a Purpose?
Partnering is a commitment to implement team processes to reach better solutions by building trust, fostering positive relationships and focusing on collaboration.
Partnering is a relationship in which:
- Trust and open communication are encouraged and expected from all participants.
- All parties address and resolve issues at the lowest possible level.
- All parties have identified common goals for the partnership and at the same time are aware of and respect each other’s individual goals and values.
- Partners seek input from each other in an effort to find better solutions to the problems and issues at hand.
NDOT and our contractor partners work together to Partner with Purpose to build trust and collaboration resulting in better solutions for the projects.
Partnering Specification Requirements on Construction Contracts
All projects are required to follow Partnering principles and implement a Partnering kick off meeting and a Partnering close out meeting.
NDOT Specification Section 105.05 requires professionally facilitated partnering on projects with a total bid greater than $10 million, For contracts with a total less than $10 million, professionally facilitated partnering is encouraged. In some cases, the contract may specify required professionally facilitated partnering due to its complex nature or high public impact regardless of bid amount.
Partnering elements to be utilized on every project include; establishing team member expectations, project goals, a risk assessment, and an issue resolution ladder. All projects will have access to the Partnering Roadmap application (more information below) to use as a checklist and tracking tool for Partnering expectations. The establishment of the Partnering relationship does not change or modify the terms and conditions of the contract.

Apply for the 2024 NDOT Excellence in Partnering Award!
It’s time to recognize and celebrate the NDOT and Contractor Teams who partnered together to successfully complete their projects for the safety of the traveling public and benefit of the taxpayers.
This is a call for projects substantially completed in 2024. Please submit applications with all attachments via DocuSign on or before 5:00 pm on January 3, 2025. Responses must be TYPED and include all required back up documentation. A separate submittal is required for each project nominated. For detailed instructions and a DocuSign submittal link see page 2 of the application document.
Partnering with a Purpose Video
NDOT’s revitalized and updated partnering program “Partnering with a Purpose” was virtually rolled out in August with great success! If you weren’t able to attend one of the live events, don’t worry, the best of both events has been compiled into one video and we are happy to share it with you.
