The Nevada Department of Transportation (NDOT) is soliciting research proposals for the Federal Fiscal Year 2027 cycle (October 1, 2026 – September 30, 2027). Linked below are the Research Needs Statements for which NDOT seeks competitive proposals.

FFY 2027 NDOT Research Proposal Guidelines
Proposals will be accepted through Friday, September 4, 2026 11:59 PM PDT.
Researchers are encouraged to contact the NDOT project champions listed below to discuss project-specific needs in developing their proposals. NDOT Research Program staff can assist in facilitating these connections.

Is there a page limit?
There is no suggested or preferred page limit. Please use as many pages as necessary to fully address the Research Needs Statement and the requirements outlined in the Research Proposal Guidelines document.
Is there a suggested or preferred project budget?
We do not provide suggested or preferred budgets for our Research Needs Statement solicitations. We rely on the professional judgment of proposers to determine a budget that is reasonable and realistic for fully addressing the issues identified in the Research Needs Statement.
Is there a suggested or preferred project duration?
We do not specify recommended project durations. As each project is different, we ask proposers to determine a timeframe that is realistic and appropriate for fully completing the work described in the Research Needs Statement.
Is there specific guidance regarding contacting NDOT champions and what topics may be discussed prior to submission?
Contact with Champions:
There is no additional guidance beyond what is provided in the RFP. You may contact the designated project champions as needed. We simply request that you respect their limited availability and copy the Research Division staff on all communications or meeting invitations. While meetings typically last about 30 minutes, champions may adjust the duration as they see fit.
Topics for Discussion:
Champions may answer questions related to project scope, intent, expected deliverables, and desired research outcomes. However, they cannot write, review, or provide feedback on any portion of a proposal, including drafts.
