Home MenuI-11/Flamingo Retaining Wall & Sound Wall Reconstruction
Project Overview:
The Nevada Department of Transportation (NDOT) is working on a project to repair and replace retaining walls and sound walls along a 1.1-mile stretch of I-11/US 93, US 95 (formerly I-515/US 93, US 95), between Flamingo Road and Desert Inn Road in Clark County, Nevada. These walls were originally built in 1985, and it's time to update them to ensure safety and reduce noise for nearby residents.
This project involves the rehabilitation and stabilization of mechanically stabilized earth (MSE) retaining walls, the construction of retaining walls, and the replacement of sound walls in both the northbound and southbound directions of the interstate. These upgrades will enhance the safety, functionality, and durability of the roadway while providing better noise mitigation for surrounding communities.
Project Goals:
- Structural Integrity: Ensure the safety and stability of the MSE retaining walls by repairing or replacing those that are structurally deficient.
- Noise Reduction: Improve the acoustic performance of the sound wall to reduce highway noise for residents.
- Right-of-Way Considerations: Minimize construction impacts on nearby properties.
- Landscape & Aesthetic Enhancements: improving the visual quality with new trees, paint, and patterned concrete walls.
- Minimal Disruption: NDOT's carefully planned traffic management strategies will be implemented to ensure minimal disruption to daily commutes.
- Enhanced Connectivity: By coordinating with local agencies, schools, and businesses, the project will maintain essential access to key community hubs during construction.
This project is an important step in enhancing safety and quality of life for those living near I-11. We’re committed to keeping you informed and minimizing disruptions as we move forward.
Project Area:
The I-11/US 93 Flamingo Retaining Wall & Soundwall Reconstruction Project focuses on a 1.1-mile section of I-11/US 93 (formerly I-515/US 93) between Flamingo Road and Desert Inn Road in Clark County, Nevada. This area is adjacent to several residential communities and Chaparral High School.
Our goal is to enhance the safety and quality of life for residents by repairing and replacing retaining walls and soundwalls along this stretch of the highway. These updates are crucial to maintaining the structural integrity of the walls and improving noise reduction for the surrounding neighborhoods.
We’re committed to keeping you informed throughout the project and minimizing any disruption to the community.
What's Happening:
- East Side: We’re focusing on restoring two mechanically stabilized earth (MSE) retaining walls on the east side of I-11. These walls are showing signs of corrosion that could impact their stability, and this project aims to repair or replace them.
- West Side: On the west side of I-11, we’re replacing the existing metal soundwall with upgraded and more aesthetically pleasing soundwalls. The new soundwall will be designed to better block traffic noise from reaching the surrounding neighborhoods.
Project Schedule:
Construction began in May 2025 and is anticipated to continue through spring of 2026. NDOT will implement comprehensive traffic management strategies, including:
- Maintaining traffic flow with reduced lanes where necessary.
- Using changeable message signs and other notifications, such as traffic alerts through NVRoads.com, to keep the public informed.
- Coordinating closely with emergency services and local stakeholders to address any impacts promptly.
While the project may cause temporary lane closures on local roads such as Viking Road, Twain Avenue, and American Drive, NDOT is committed to minimizing delays and providing clear detour information.
Due to the proximity of nearby homes, nighttime work is generally not permitted with the exception of setting up or removing traffic control devices.
What to Know During Construction:
Homes Adjacent to I-11
- Homes adjacent to I-11 include a permanent 10-foot easement between their properties and the freeway. To ensure safety and prevent damage during construction, residents should keep these easements clear of structures, vehicles, or other items.
- For added protection, Las Vegas Paving, the contractor, will install and maintain temporary fencing with privacy screens within the NDOT easement to create a secure barrier. During construction hours, homeowners are strongly advised to keep dogs and other pets away from the construction area to avoid potential safety risks for both the animals and construction crews.
Construction Timeline
- Construction is expected to begin in Spring 2025 and last approximately 200 working days.
Traffic and Lane Closures
- Intermittent lane closures on both north- and southbound I-11 throughout the duration of the project.
- Nearby roads, such as Viking Road, Twain Avenue, and American Drive, may experience partial or one-lane closures.
Noise and Work Hours
- Construction activity may generate increased noise levels during working hours.
- Most work will occur during daytime hours, but occasional night work might be necessary. Portable lighting will be used during nighttime operations. No major construction activities that generate loud noises will be allowed at night.
Pedestrian and Bike Access
- Sidewalks and bike lanes will remain open where possible, with clear detour signs to guide pedestrians and cyclists safely around construction zones.
Emergency Services Access
- NDOT is coordinating with emergency services to ensure there are no delays in response times.
Access to Local Roads and Driveways
- Homeowners along American Drive may experience temporary restrictions, but access to driveways will be maintained.
- Flaggers will be used to manage construction vehicle ingress and egress.
Noise and Dust Mitigation
- Measures will be in place to minimize dust and debris from construction, including regular watering of work zones and noise-reducing strategies.
Speed Limit Changes
- Temporary speed reductions (to 55 mph) will be in place near work zones on I-11 to ensure safety.
Notifications and Updates
- Changeable message signs (CMS) will provide updates on traffic changes.
- Project updates will be available on the 511 Traveler Information Line and NVroads.com.
Community and School Coordination
- NDOT is coordinating with the local school district to minimize impacts on student commutes and ensure safe crossings near the high school on Viking Road.
Construction Vehicles and Staging Areas
- Residents may notice increased construction vehicle traffic and staging areas near the project zone.
How to Stay Informed
- Homeowners are encouraged to check 511 Traveler Information or NDOT’s project updates online for the latest information.
- Contact NDOT at the listed numbers if you have specific concerns or questions during construction.
