The Highway Safety Improvement Program (HSIP) is a core federal-aid program administered by the Federal Highway Administration (FHWA). Authorized under Section 148 of Title 23, United States Code (23 U.S.C. 148), and regulated under Part 924 of Title 23, Code of Federal Regulations (23 CFR Part 924), the program is managed by the Nevada Department of Transportation's (NDOT) Traffic Safety Engineering Division. The program focuses on funding projects that enhance highway safety across Nevada.
HSIP is dedicated to significantly reducing traffic fatalities and serious injuries on all public roads, including non-state-owned roads and tribal lands. The program supports local agency infrastructure projects that improve pedestrian, bicycle, and non-motorized transportation safety throughout the state.
Although there is no set amount specifically reserved for local agencies, NDOT is committed to helping local entities utilize core Federal-aid HSIP funds through the Local Public Agency (LPA) Program. If multiple projects are submitted for the same construction year, a competitive selection process will be used to prioritize funding.
Local agency infrastructure projects will be supported through the HSIP Local Infrastructure Safety Program and evaluated based on their safety impact, project readiness, and alignment with the goal of reducing fatalities and serious injuries across Nevada. Projects will follow the criteria outlined in the HSIP Local Infrastructure Safety Program Guidance provided below.
Eligible Applicants
Agencies eligible to apply for the HSIP Local Infrastructure Safety Program include local government and public entities responsible for road infrastructure and safety improvements. Eligible applicants may include:
- City or municipal governments
- County governments
- Regional transportation authorities
- Tribal governments
- Metropolitan planning organizations (MPOs)
- State agencies (for projects on local or non-state-owned roads)
- School districts (for Safe Routes to School projects)
- Public safety agencies (for safety-related infrastructure projects)
- Other agencies that can deliver core-Federal-aid program infrastructure projects
Eligible Projects
The HSIP Local Infrastructure Safety Program supports a variety of safety-related projects that align with the goal of reducing traffic fatalities and serious injuries. Eligible project types include, but are not limited to:
- Intersection Safety Enhancements
- Pedestrian and Bicycle Facility Improvements
- Roadway Safety Improvements
- Traffic Calming Measures
- Lighting Upgrades for Improved Visibility
- Guardrails and Barriers
- Shoulder Widening or Rumble Strip Installation
- Enhanced Pavement Markings and Signage
- Vulnerable Road User Safety
- At-Grade Railroad Crossings
- Projects identified from Safety Study or Safety Plans
- Other Data-Driven Safety Projects
Application Process
STEP 1

- Sample Application Form – a Step by Step Guide and Sample Application form. We recommend filling out a sample application for in Word before beginning the online application. You cannot save the online application and return to it at a later time.
STEP 2
A pre-application meeting with NDOT Traffic Safety Engineering is required before submitting your application. Please contact Lacey Tisler at ltisler@dot.nv.gov or Kimberly Goodwin at kgoodwin@dot.nv.gov to set up the meeting.

Scoring Criteria
Selected projects will be ranked using the criteria outlined below. A competitive selection process will be used to prioritize projects based on safety impact and readiness if multiple projects apply for the same construction year. Information for Ranked Applications
After all applications have been ranked, NDOT Traffic Safety Engineering will notify each applicant of their results. Selected applicants will be responsible for contacting NDOT Traffic Safety Engineering to set up a kickoff meeting. During this meeting, the project scope, schedule, budget, and administrative requirements for implementing core Federal-aid HSIP funds will be reviewed.
Once the project details are finalized and the core Federal-aid HSIP funding is confirmed, NDOT Traffic Safety will issue a formal letter approving the use of the designated funds for the selected project. This letter will include more information about the next steps for proceeding through the NDOT Local Public Agency (LPA) Program. Applicants not selected will also be notified and offered support to identify potential opportunities for pursuing HSIP funding in the future.
