The Railway-Highway Crossings (Section 130) Program provides funding to reduce hazards at public railway-highway crossings. This program has contributed to a significant decline in fatalities at these crossings, with data from 2000 to 2023 showing a 41 percent decrease. These reductions have occurred despite increases in vehicle miles traveled on roadways and growth in both passenger and freight rail traffic.

The Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL), along with 23 CFR Part 924, maintains the annual set-aside for railway-highway crossing improvements under 23 USC 130(e). These funds are allocated from the Highway Safety Improvement Program (HSIP) apportionment.
